I know this is a long-dead topic, but I remember listening to the song on Dr. Demento, and he said the name 'Strangely Brown' was an alias to protect the professional reputation of the artist. He has said that he knows who the singer is, but has kept his promise to protect the man's identity, but confirmed that it is a legendary country/western artist. However, I don't think it sounds like Randy Travis, myself.
